United Nations System Common Messages for COP29 and COP30
In April 2025, the United Nations System Chief Executives Board for Coordination endorsed the revised UN System Common Messages for COP29 and COP30, developed through the High-level Committee on Programmes (HLCP), which approved the revised Messages at its 49th session in April 2025.
The first set of Common Messages was produced in 2024 by the HLCP Climate Working Group for COP29 and COP30, co-led by UNFCCC and the Secretary-General’s Climate Action Team, in response to the request by the Secretary-General and CEB for a coherent and strategic contribution to strengthen the system’s coordination for COP29 and COP30. In the lead-up to COP30 in Belem, Brazil, and reflecting the outcomes of COP29, the Common Messages have been updated in 2025 through a consultative inter-agency process under HLCP.
The set of common messages builds on the Board’s longstanding efforts to address climate change and provides an internal guide to inform UN system advocacy and outreach. The Common Messages outline eight key areas for action: ensuring that the 1.5°C-goal of the Paris Agreement remains the focus of all efforts; aligning the new NDCs with the 1.5°C-goal; harnessing the economic opportunities of climate action; ensuring fast and fair 1.5°C-aligned transitions; accelerating climate finance flows; stepping up climate adaptation; fully operationalizing the Fund for Loss and Damage; and aligning non-state actors’ commitments and actions with limiting global warming to 1.5°C.
Additional information on UN system-wide coordination on climate change action within the context of CEB and HLCP can be found on the Climate Change topic page.
