The Finance and Budget Network has completed the first stage of a project, due to be completed, on common treasury services. The project, which is funded by the High-level Committee on Management Plan of Action and led by the International Fund for Agricultural Development and the World Health Organization (WHO), will provide detailed estimates of savings and specific proposals for harmonization in the area of treasury operations, with a focus on banking services, payments, currency management, investment management, external costs and fees and risk management.

At the videoconference the following items were discussed: Common Treasury Services, After Service Health Insurance, Safety and Security Costs, Financial Statistics, IPSAS Task Force.
During the year, ACC devoted special attention to issues relating to African economic recovery and development and agreed to launch a System-wide Special Initiative on Africa.
ACC also agreed on ways and means of promoting a coherent and coordinated system-wide follow-up to recent international conferences, in particular at the country level. In the same context, ACC reviewed the arrangements being put in place to ensure effective inter-agency coordination in the implementation of the Programme of Action of the International Conference on Population and Development.
This report provides a broad overview of developments in the interactions among the organizations of the United Nations system. The scope of the report was extended to cover not only activities during 2003, but also the first CEB session of 2004.

The HR Network WG on Long-Term Care completed a draft document which has been shared with the FB Network. The two Networks would examine the issue with the aim to provide long-term care insurance coverage as part of the overall social insurance arrangements for staff. Careful consideration of the financial implications of this provision is necessary, especially with regards to the IPSAS requirement on disclosure of accrued liabilities.
This WG is preparing a common logical framework for capital budgeting for UN System organisations to allow for the homogenisation of capital budgeting practices. Lead agency: UNDP. This activity is supported by the following agencies: IAEA, UNDP, UNICEF, FAO, IFAD, UNIDO, UNESCO, UNHCR and UN/PPBD. A preliminary conceptual framework was endorsed by the FB Network in February 2009 (CEB/2009/HLCM/FB/2).
