United Nations System-wide Approach to Internal Displacement

The global crisis of internal displacement, exacerbated by conflict, disasters, and climate change, necessitates a robust and coordinated response by the UN system. The UN System-wide Approach to Internal Displacement offers a comprehensive framework designed to promote coherence and cross-pillar integration in the UN's efforts to address this urgent issue and to unify efforts at both country and global levels. The document is the culmination of collaboration among 28 entities of the HLCP Working Group on Internal Displacement, under the leadership of the Special Adviser on Solutions to Internal Displacement. It builds on and integrates existing UN inter-agency structures, addresses systemic challenges, and fosters connections across humanitarian, development, and peace pillars and the three axes of prevention, response, and solutions. Key elements for success include improved data, analysis, and joint planning, as well as enhanced funding. 

To support this cohesive strategy, the System-wide Approach outlines a holistic set of recommendations focused on increasing visibility, predictability, and agility in the UN response. Central to these recommendations are new global coordination arrangements to enhance collaboration among UN entities. A Champions Solutions Group will provide leadership and advocacy to ensure sustained support for country-level solutions. Furthermore, guidance for country teams has been developed through the UN Sustainable Development Group (UNSDG) and Inter-Agency Standing Committee (IASC). 

At its 48th session, HLCP supported the System-wide Approach in its entirety, and CEB subsequently took note of it. Further information on the process can be found on the internal displacement page.
