(1) At the first part of its 22nd session (January and March 1961: CO-ORDINATION/R.351, paras. 65-67), the Committee recommended that ACC should approve the appointment of a full-time officer, with secretary, to carry out CCAQ staff work. Sufficient travel funds to enable him to attend CCAQ, and where necessary visit the headquarters of the organizations, should be provided. The work programme of the Staff Officer was to be laid down annually by CCAQ.

The Constitutional Background

(1) The Charter of the United Nations was signed in San Francisco on 26 June 1945 and entered into force on 24 October 1945.

(2) Article 57 says:

"l. The various specialized agencies, established by intergovernmental agreement and having wide international responsibilities, as defined in their basic instruments, in economic, social, cultural, educational, health, and related fields, shall be brought into relationship with the United Nations in accordance with the provisions of Article 63.

The machinery of administrative co-ordination

(1) The body in which the inter-organization consultations required by the agreements are held is the Administrative Committee on Co-ordination (ACC). The members of this Committee are the executive heads of the organizations; the Secretary-General of the UN is the Chairman of ACC. Most reports to ACC are first examined by an "Organizational Committee" this consists of representatives of the executive heads - frequently the senior officials responsible for co-ordination generally.

ACC action on CCAQ reports

(1) As stated in section l.2, para. (3), CCAQ recommendations normally require ACC approval if they concern matters of policy or principle. The regular published reports of ACC are made to the Economic and Social Council. Since the Council is not normally concerned with administrative matters, the ACC reports before l963 frequently contained no indication that ACC had approved those CCAQ recommendations which required its approval. At the second part of the 22nd session (July 1961: CO-ORDINATION/R.373, para. 33) FAO reported difficulties as a result of this fact.

International Civil Service Advisory Board

(1) The origin of ICSAB lies in a resolution of UN General Assembly on 13 February 1946 (GA/RES/13(I) Section III) calling for the establishment of an "International Civil Service Commission" with advisory functions. Following further discussions in committees of the General Assembly, of the Economic and Social Council, and in ACC, ACC established the Board, with nine members, appointed by ACC, and with terms of reference related chiefly to questions of recruitment and certain matters of personnel administration.

International Civil Service Commission

Introductory note. The International Civil Service Commission (ICSC), established pursuant to General Assembly resolution 3357 (XXIX) of 18 December 1974, is the body charged, under its statute, with the regulation and co-ordination of the conditions of service of the United Nations common system. It consists of fifteen members appointed by the General Assembly of whom two (the Chairman and Vice-Chairman) serve full-time.
